Permits and Code on the Westside
Replacing an AC or ductwork in California is permitted work. In Mar Vista, Palms, West Los Angeles, Venice and Brentwood the permit comes from LADBS. Santa Monica and Culver City each run their own building and safety division.
Title 24 Part 6 can require duct sealing and a duct leakage test on a change-out or duct work, verified by a third-party HERS rater who is not the installer, depending on the scope. Your quote says which of these apply to your job.
